CS2 Driving License - The Manifest


Mission Statement


The CS2 Driving License (CS2DL) is a community-driven initiative to elevate the quality of Counter-Strike 2 gameplay by establishing and certifying adherence to fundamental teamplay principles. Our mission is to create a culture of strategic communication, tactical awareness, and mutual support within the CS2 community.


The Problem


Too many CS2 players exhibit behaviors that harm team performance:

  • Silent gameplay with zero communication
  • Reckless peeks without consideration for economy or round impact
  • Careless use of utility that damages teammates
  • Lack of coordination and team support

  • The Solution


    The CS2 Driving License serves as a certification that a player understands and practices the fundamental principles of good teamplay. By requiring review and certification, we create accountability and encourage better habits.


    Declaration of Authority


    This manifest serves as the official standard for CS2DL certification. All reviewers, applicants, and community members are expected to uphold these principles.




    The Holy Rules


    Every CS2DL holder must demonstrate consistent adherence to these three fundamental rules:


    Rule #1: Give Info to Your Mates (But Don't Overdo It)


    **What It Means:**

  • Call out enemy positions when you spot them
  • Report when enemies are eliminated
  • Share information about enemy utility usage
  • Communicate your plans before executing them

  • **What It Doesn't Mean:**

  • Constant chatter that clutters comms
  • Backseat gaming during clutches
  • Talking over critical callouts

  • **Examples:**

  • āœ… "Two A site, one has AWP"
  • āœ… "Smoke and molly used on B"
  • āœ… "I'm flashing long"
  • āŒ Micromanaging teammates during a 1v1
  • āŒ Playing music or having unrelated conversations

  • Rule #2: Think Before You Peek (Play Your Life)


    **What It Means:**

  • Consider the economic impact of your death
  • Evaluate whether the peek is necessary
  • Use utility before peeking dangerous angles
  • Understand when to save and when to fight
  • Value information gathering over unnecessary fragging

  • **What It Doesn't Mean:**

  • Playing overly passive or scared
  • Never taking initiative
  • Baiting teammates

  • **Examples:**

  • āœ… Saving when it's a lost round with bomb not planted
  • āœ… Using a smoke or flash before peeking mid
  • āœ… Playing for time when you have the advantage
  • āŒ Dry peeking an AWP on match point
  • āŒ Forcing a fight when you're last alive with the bomb

  • Rule #3: Do Not Teamflash - Call Flashes Early - Offer Flashes to Mates


    **What It Means:**

  • Announce flashbangs before throwing them
  • Give teammates time to turn away
  • Ask if teammates need flashes for their positions
  • Learn pop-flashes that don't affect teammates
  • Coordinate utility usage with your team

  • **What It Doesn't Mean:**

  • Never using flashbangs
  • Waiting so long that flashes become ineffective
  • Only supporting others and never taking initiative

  • **Examples:**

  • āœ… "Flashing long in 3, 2, 1..."
  • āœ… "Need a flash for apps?"
  • āœ… Using a pop-flash that only affects the enemy
  • āŒ Throwing a flash without warning
  • āŒ Flashing as a teammate is about to peek



  • Certification Process


    Eligibility

  • Must have a valid Steam account
  • Must own Counter-Strike 2
  • Must complete authentication on the CS2DL platform

  • Review Process

    1. **Application**: Player submits request for review

    2. **Assignment**: System matches player with an available seed reviewer

    3. **Evaluation**: Reviewer observes player for 2 competitive matches

    4. **Assessment**: Reviewer evaluates adherence to the Holy Rules

    5. **Certification**: Upon successful evaluation, player receives CS2DL certificate


    Review Criteria


    Each rule is evaluated on a scale:

  • **Exemplary**: Consistently demonstrates the principle
  • **Adequate**: Follows the principle with minor lapses
  • **Needs Improvement**: Frequently violates the principle

  • To receive certification, player must achieve "Adequate" or better on all three rules across both evaluation games.


    Reviewer Responsibilities


    Seed reviewers are trusted community members who:

  • Have already earned their CS2DL certification
  • Demonstrate exceptional understanding of the Holy Rules
  • Provide fair and constructive evaluations
  • Maintain the integrity of the certification process

  • Violations and Revocation


    CS2DL certification can be revoked for:

  • Consistent violation of the Holy Rules after certification
  • Toxic behavior or harassment
  • Cheating or exploitation
  • False representation of certification status



  • Philosophy


    The CS2 Driving License is not about mechanical skill or rank. It's about being a good teammate. A Silver player who communicates well, plays smart, and supports their team is more valuable than a Global Elite who plays selfishly.


    We believe that by certifying and promoting these fundamental principles, we can create a better experience for everyone in the CS2 community.
